refers to Frank J. Atwood, one of the US Army Ordnance Inspectors

The L&C M6 scabbard was the only one that had the holes punched at each end of the belt loop cut-outs;

this is a common feature on leather goods with such cuts, as it stops the cut tearing under stress or pressure
